For better living conditions of families and children in Croatia
Together Against Child Poverty is a project funded by the European Union under the title Strengthening institutional capacity in social welfare system to improve social welfare targeting and reducing poverty.
It is a Twinning Project between Croatia and France aimed at reducing poverty of families and children in Croatia. The project is financed under the EU Transition Facility* Programme for Croatia and is implemented by the Ministry for Demography, Family, Youth and Social Policy of the Republic of Croatia, in partnership with the French Government. Implementing partner of the Project is Expertise France - a French agency for international technical assistance.
*Transition Facility is a financial assistance granted to new EU member states in their first years of membership. The Transition Facility is meant to strengthen the new Member States' administrative capacity to implement EU legislation and to encourage exchange of best practice among peers.
OverviewCroatia ranks among the most vulnerable countries of the European Union in terms of poverty rates. About one-fifth of Croatian citizens are at risk of poverty. According to the Croatian Bureau of Statistics the at-risk-of-poverty rate in Croatia in 2015 amounted to 20%, while the EU 28 average is 17,3%. The groups most at risk of poverty and social exclusion are children and youth. The percentage of children living in poverty in Croatia rose above national average and amounted to 21-22% in 2015.
The EU-funded Twinning Project - Strengthening institutional capacity in social welfare system to improve social welfare targeting and reducing poverty – worth € 1,1 million - is a joint project between Croatian and French public administration, aimed at reducing poverty of families and children in Croatia.
The project is implemented by the Ministry for Demography, Family, Youth and Social Policy of the Republic of Croatia, in partnership with the French Government, over a period of 18 months, from January 2017 – July 2018.
Our GoalsOur goal is to support social groups and individuals who are at risk of social exclusion and to those who have difficulties in achieving their civic and social rights.
Children growing up in poverty have higher social exclusion risk and are likely to face other psychosocial problems. Breaking the poverty circle and lack of opportunities at a young age is one of the main purposes of the Project.
Groups of children which face the highest risk of poverty and social exclusion in Croatia are:
- Children from families where no one works;
- Children from families which receive social assistance;
- Children from low income single-parent families;
- Children with disabilities;
- Children placed in social welfare institutions;
- Roma children; and
- Children living in large families.
The objective of the project is to provide insight into conditions and dynamics of the child poverty in Croatia.
Activities and Expected ResultsThere is a lack of information on child poverty in Croatia. What is missing, in general, are data on concrete life conditions of children and different aspects of their wellbeing.
The expected results of this Twinning Project are threefold:
(1) The Project will establish poverty indicators for early identification of families and children at risk of poverty. Effective prevention programs, early identification and interventions are proved to decrease risk of child poverty.
Also, social welfare information and management system will be improved. For timely provision of services and prevention of social exclusion of families and children at risk of poverty, it is necessary to upgrade the existing on-line database of the Ministry of Demography Family, Youth and Social Policy, showing distribution of child poverty in different regions.
This will enable evidence-based planning of social services and programs in the community, resulting in equal distribution, as well as quality of social services and programs across Croatia.
(2) A number of Croatian regions have high percentage of child poverty on one side and lack of available social programs on the other.
The Project will develop and implement social programs in two pilot regions of Croatia which have identified need for specific programs, and which demonstrate readiness to implement them, with the aim of decreasing the risk of child poverty.
(3) The Project envisages development of IT system for monitoring and evaluation of social programs compatible with relevant databases.
In order to enable capacity strenghtening, experts working on different levels will be trained through this Twinning project on different topics: from statistics and analytics, preparation of social and action plans, development, implementation, monitoring and evaluation of social programs; to cooperation mechanisms between diffferent social providers at national and local levels.
All project results will jointly contribute to early identification and timely provision of quality services to families and children at risk of poverty.
Child poverty and transmission of poverty across generations produce significant consequences, not only for those concerned, but for the overall society. Focusing on children is vital for sustainable, efficient and competitive knowledge economy and an intergenerational fair society.
